چکیده

First-best pricing or assignment of property rights for rival and non-excludable goods is often infeasible. In a second-best setting where the social planner cannot limit total use, we show common-property resources can be over or under-consumed. This depends on whether the external benefits of reallocating users to less congested goods outweigh the additional costs imposed by new entrants. Applied to traffic congestion in Los Angeles, we find high-occupancy vehicle (HOV) lanes are under-consumed in the short run and overconsumed in the longer run. Surprisingly, encouraging HOV lane use increases expected congestion costs and decreases welfare on every route we study. ∗The authors thank Tania Barham, Harrison Fell, Craig McIntosh, Edward Morey and seminar participants at the Association of Environmental and Resource Economists summer meeting, LAMETA Montpellier, the NBER Summer Institute and Resources for the Future for helpful comments. Congestion estimation of router input ports in Network-on-Chip for efficient virtual allocation

Effective and congestion-aware routing is vital to the performance of network-on-chip. The efficient routing algorithm undoubtedly relies on the considered selection strategy. If the routing function returns a number of more than one permissible output ports, a selection function is exploited to choose the best output port to reduce packets latency. In this paper, we introduce a new selection s...

Congestion Management in Power Systems Via Intelligent Method

In the deregulated power systems, transmission congestion is one of the significant and main problems of the electrical networks which can cause incremental cost in the energy. This problem has resulted to new challenging issues in different parts of power systems which there was not in the traditional systems or at least had very little importance. Transmission congestion happens when the maxi...

The Tradeo↵ of the Commons

We develop a model of scarce, renewable resources to study the commons problem. We show that, contrary to conventional wisdom, property rights can often be less e cient than a commons. In particular, we study two e↵ects: (1) waste which arises when individuals expend resources to use a resource unavailable due to congestion and (2) the risk of underutilization of the resource. We provide necess...

Optimal Placement and Sizing of Distributed Generation Via an Improved Nondominated Sorting Genetic Algorithm II

The use of distributed generation units in distribution networks has attracted the attention of network managers due to its great benefits. In this research, the location and determination of the capacity of distributed generation (DG) units for different purposes has been studied simultaneously. The multi-objective functions in the optimization model are reducing system line losses; reducing v...
